Diluted  white glue (elmers)  would be my best guess

Apply diluted white (Elmer's) glue to the base, then sprinkle the dirt over it.  For dust on the vehicle, you can use pump hairspray in the same method.  Spray on the hairspraye then sprinkle on the dust.

diluted white glue works for me too. if you are using liquidtex just mix the dirt in with the white liquidtex in a container and spread it on.
