What scale you plan to work in will determine some of what is needed. But for basic groundwork use Celluclay, or similar material over a basic foam shapes or wood blocks, dowls, etc. for the terrain contour on the base board. Check with Railroad Hobby stores for various foliage items grass, bushes, trees...
