Actually, the glass on the GAZ-66 is safety glass just like in your car. Therefore, it does not fly into little pieces when it breaks. It looks like a spiderweb of broken glass. It has a thin layer of rubber in between two layers of glass, that is what keeps it in one piece. To replicate this, score the glass in a spider web pattern to make it appear broken. Here are a couple of shots of what hail will do to a windshield:
To make shattered glass other than a vehicle window, such as a storefront window, cut thin, clear sheet plastic into small, irregular pieces. Spray the area you want them to lay on with thinned white glue and then sprinkle the glass slivers onto the wet glue to fix them in place. Leave some larges shards hanging in the window frame to show it has been blown out or broken.
