This works, spray the base with a mist of clear flat then sprinkle or sift through a fine screen talcum powder onto the base, go lightly, you don't want it to clump. After that you will have to airbrush it with a good concrete color.

Just finished applying a second coat of Polly Scale "Concrete" to my sheet styrene base- but the concrete looks more like marble....any ideas for ways to give it a bit of rougher texture??
