My version is cheap but takes some time to prepair.

I go to the hardware store, buy some hemp type rope (you know, the braided type you see that they sometimes use for packaging) and leave it outside to let the weather get to it. I then cut it to length and paint it or hit it with a wash of my choosing.

I use static grass you can get it from any good hobby shop, All I do is get some white glue brush it on where I want the grass to go and then get the static grass and press it into the glue.

For flatten grass I just press it it more firmly in the glue and for standing grass I let it dry for about 10 min then get an older brush or my finger and run against it and it stands up.

For larger scale figures static grass works well. For small scale I use model railroad grass. If hobby store doesn't carry it Micromark does.
