Best book on the market is Shep Paines, How to build diorama's. While geared more toward military items it is full of hints and tips on groundwork etc.

As for your idea, depends on what you want to show. Do you just want a showcase to show off your latest builds or do you want a more permanent display? If showing off your cars, you can make either a simple parking lot or a roadway. For a more permanent display, you need to come up with a story line (that is the point of a dio, to tell a story). Lots of ways you can go here. Police pulling over a speeder, someone working on their car with it on jacks and the hood open to show off the engine detail. Pit scene for racers, junkyard scene, gas station, car show, etc.
You can purchase lots of accesories for cars in 24th/25th scale including people.

Autos? U mean cars? Why not try to make it like a car showroom with yr auto showing side by side with beautiful floor titles and some nice car poster on the wall. Get a beautiful figure gal laying on one of yr cars....

All depends on how elaborate you ant to get. You can build it uot of spare items you have around the shop, or go whole hog and buy all sorts of resin sets for it. Better qquestion: How much do you want to spend?

Best bet is to figure out what you want to do, then go price some kits and accessories for your dio. That will give you an idea how much it will cost. $20 will buy a good car kit, and that is about it.

thanks, guys. i have a pretty strange street tuned honda odyssey model because it looked really funny, and i just HAD to get it. ill look into some kits and whatnot at my local hobbie stores. my favorite idea was the police pulling over a speeder, but an odyssey model wouldn't quite be able to fit the role of a speeding car... maybe ill put it in the garage or something

Folks in mini-vans don't speed? Especially the ones who have them street tuned?!? I'd put the cop behind it and a "dude with a 'tude" handcuffed to the bumper. Certainly be a conversation piece.
