Static grass is always better than mats, in my opinion. Mats tend to be too uniform in colour. Real grass is not uniform at all as we well know.I always use Woodland scenics with white glue thinned 50/50 ish.It snever let me down.

You could also use grass mats. Here is a link. I've seen dio's that use these mats, mainly for replicating fields and they look realistic.

or if you get Woodland Scenics stuff, the make something called Hobby-Tac, which is basically just white glue with their name on it I think. You could always try white glue if you didnt have the money

You first put glue where you want the grass to be, then sprinkle the grass over it, then blow from ground level on (of the grass) it to "raise" the grass to simulate real grass. I dont know which one to get from the list, my hobby shop doesnt sell Woodland Scenics stuff (weird! they have train stuff) but a brand called "Noch" a German brand. And you paint the grass afterword I'm pretty sure.
hope this helped
