I would use Plaster of Paris. It can be poured into forms and sanded, lines scribed, etc. It looks just like cement when dry. You can even color it with acrylic paint so it has a grey color throughout, just like concrete. Also, it is dirt cheap.

Dry is best. When it is still wet/drying, it is easy to go too deep and/or gouge out chunks. It is still soft enough when dry to scribe with an exacto knife.

Sidewalk texture, material and look will vary greatly between region and even within the same town.
Same with gobble stone patters, size and textures. So, IMHO, if you want to be 100% accurate you are on a quest that will end poorly.

Another material you might look into is sculpting foam like "Balsafoam" but it is best sealed wiith resin or foam boards covered with epoxy putty and than carved.

Of course you could rely on period pictures, do your measurements, etc of those.but ,IMHO, your best bet will be those 1/35 Tamiya sheets of roads, etc.

Doubt that even a person that lived through that time-period could give you a 100% accurate answer.

P.S.: Unless you got a picture that you are basing your Dio on, I would go with artistic licence and use what works best for you.
Heck, it works for Hollywood and they get it wrong 97% of the times.

Remember: the bricks, on the sidewalks wheren't , (and in some cases in europe, still arent) even, like ones in the US.

gotta go with arty on this , plaster of paris is great for any kind of concrete or stone and is so easy to use, just pour it, let it set, decide what brick or stone pattern you are goin with and you can even draw the pattern on before you scibe it out to make sure it looks right then scratch away,

I'm using a thinner grade of dry wall, just peeling the paper off on one side!@
