I think the best material to simulate water and waves is clear resin. Here's some water dio's built using clear resin, by "Art Instructor" - my main modeler :

Hi

Take a look at page 26, of October 2006 Fine Scale Modeler mag. It shows how to "make waves" for a 1/125 scale U-99. Complete with "how-to" pics, see what you think about Celluclay. I'm going to try this myself for my dioramas.

I love Liquitex Artists' Gloss Gel Medium. Builds in layers, can be tinted/painted, and dries quick.Paint it on, shape any way you want, 'bout 11 bucks for 8 oz. Hobby Lobby, Michael's, Jerry's Artarama...

Fast, cheap, and easy?  Don't want much do you? Smile [:)]  It would help to know the context of your water.  Is it a bucket of water or an ocean of water.   For a product see the post about 10 down on this forum "Inexspensive water? preferably clear ".   If you search back through this forum you will find a lot of good tips on water.  Good luck with your project, I have built several dio's and I''m still scared of water.

Ok I was curious on whats a cheap product that I can buy thats easy to mold and doesnt take long to dry. Also This is my first time doing a dio and working with "water". I know I should start somewhere else to get use to the dio area a bit, but I think I could hack this one. whats a good technique on making waves(big, small, little and big ripples etc.) Thanx for the hel guys
