I've not used Panda decals, however, I have experienced the difficulty you describe. Its a bit late in your case, but I have salvaged decals which were old and I feared with disintergrate by giving the sheet a light coat of Testors clear gloss (out of the can). Once dry, I cut out the individual decals as close to the edge as possible to avoid having a bit of clear film around the decal.
Good luck with obtaining replacement decals. You may have to resort to contacting Panda via snail mail.

Did you change the main rotor blades? I hear they are for the UH-N Huey, not the UH1-D or H.

I built the Panda uh-1d. Not a bad kit. However when I got to the decals they fell apart once I placed them into water...anyone else run into this decal problem? I e-mailed the company weeks ago hoping for replacement decals... no word.
