Do you mean "raise panel lines" or "create panel lines"

If you mean raising panel lines; I have never heard of that being done.

But frequently modelers will create panel lines with a panel line engraving/etching tool.

use streached spruce. heat it then pull then use an acrilyc cement to glue it on. superglue and regular glue will melt it. enjoy

DSFM 29:

The best way to create panel lines is to scribe new ones. This will create the much preferred, recessed panel lines.

The Tamiya panel line engraving tool is excellent. I bought a less expensive brand once and it worked O.K. Then I got the one from Tamiya and it is excellent for engraving lines.

The other needed tool for creating new panel lines is a flexible steel ruler to guide your tool on an aircraft's curves.

I've got a line scribing article on my website if you'd care to check it out. Go to the "How To..." page.

My technique is a bit off the beaten path, but it works!
