well the first F-22 Fighter Squadron is already in operation at Nellis AFB with the 57 FWW to train pilots the tactics on fighting in the 22 also the 1st Fighter Wing at Langley AFB VA will be the first complete fighter unit flying the 22 this info was released last year in Air Force Times Newspaper

Tyndall AFB Fl. is the first base to get the production aircraft. Raptor number 18 was delivered to TAFB last month. They will receive one a month till a full training squadron is formed. Tyndall will be the training base for all F/A-22 pilots. The first training class isn't expected to start for about a year from now.

Edwards AFB, Nellis AFB and Eglin AFB, have the pre production aircraft used for test, evaluation, weapons testing and capability testing. The total pre production aircraft number only about eight or ten. Langley AFB will receive the F/A-22 as the first operational squadron.
