I usually do both; some articles would be removed fairly often and therefore be cleaner than others, i.e., fuel cans would be grimy, dented, and have chipped paint, but would not necessarily be completely filthy due to being handled more often. Fuel spills would of course accumulate near the spout. Ammo cans also would be handled often, and would have areas of bright wear and chipped paint. Rolled tarps, bedrolls, tents, and other web-gear stowed on the outside of a vehicle would be dusty and faded from the sun, but only those stowed close to the running gear or wheels would be filthy, and it always seemed unlikely to me a crew would allow bedrolls to get muddy. Dust is unavoidable, even inside a vehicle, but dust can be shaken off. I usually do a final dry-brush over everything after separately weathering each piece of stowage. In this case, as in most others, do whatever looks best to you. In armor, almost anything goes.
