I use medical gauze and stretch it a bit. I then paint it with an aribrush with various colous, but in the traditional camo fashion as not to make it look like a blanket soaked in mud, Depending on the setting is how I make the color scheme. I'll assume, as with most armor modeling, its European theater. In that case, stick with Dark greens, Red/Browns, a dark yellow/brown color (somewhat dusty) and then just out it in stripes but blend the colors where the stripes meet together. (Any other theater, its pretty much self explanatory. You can get your color scheme ideas from what armor and environment you have. Making your own color scheme is half the effort.)
After all the painting is done, mix some white glue with water in a bowl (very little water, just to give it a bit of a less viscus feel) and apply to the netting. The glue should be stiff enough when wet to shape the net and have it hold, but not show as clumps of white. Let it dry and its a great detail.
Works for all scales, just adjust the camo scale.
