The Russians seemed to favor the good old 'slap it all over with whatever you have' method... I've seen pics of vehicles that appear to be totally painted in white, or where some of the vehicle's areas are covered in white while other areas have not been touched at all... The most common though should be whitewash roughly applied all over, including wheels. Mops, rags, hands, buckets, brushes were used, so the effects can be somewhat different from a vehicle to another. The Russians also used a whitewash-based camouflage where large bands were painted white while the left over green areas were covered with a 'grid' whitewash application, but I've only seen that done to T-34s...

The Feb 2003 issue of Finescale had a very good technique on applying winter camo. I don't have the link, but a search of this site should find it. The author used the technique on a DML JS-2 and it look good and seems easy to try.
