Won't speak to the motorcycle kit (though I think the parts are mixed in with the kit), but the PE is taped to the box top on the inside....red faced moment after I emailed Tamiya and they told me to look there...right where it was.

Just checked mine I got from Ebay and found the full Voyager kit in there too, which was a nice surprise Surprise

I received the kit from an on line supply company. Ehobbies. The kit was sealed, but I have bought kits in the past from hobby stores, back when there was such a thing,  that had been returned to the store and resealed by the store.  Ehobbies told me to contact the manufacturer, which I have. They are going to send me the missing parts. Hopefully this will turn out to be a one time deal that Tamiya will correct.

They would be had they beaten LSU. That being said, they made a statement about being the best in the Pac-12, and if they beat USC, may make a claim to get another crack at the Tigers

This may be  a long shot, but check out the underside of the upper box lid.  I don't know about the motorcycle, but I have seen the photo etch and metal gun barrels taped to the box top on the inside before. Good luck.

I just received the Tamiya 1/35 German Armored Car Sd.Kfz.222 North African Campaign kit. It is supposed to come with a complete motorcycle and photo etched pieces including a metal gun barrel. These parts and the decals were all missing from the box. If any of you have this kit and have not opened it, you should check to see if you have the same problem. I have never had this problem with a kit from Tamiya. Hopefully it is just a one time deal. I have e-mailed the company I bought the kit from and will let you know how they handle the problem.
