The old Yellow Box Testors kits are not bad at all. Re boxes of Italeri molds with better quality decals. But mind you those are roughly 30 years old kits. Not state of the art, but they can be built up quite nicely. Especially the Mk IV, Crusader, and M4A1 76. The newer ones like the Sturmtiger, JS-2, and Jagdpanther, are not quite as nice but still workable.

All of Testors older kits are Italeri armor kits, even the newer reboxes. If you're talking about the screwdriver assembled pre-decorated display kits that come in the clear window packages, I'm not sure, but you probably get what you pay for.

What's your def'n of "good"?  If you mean to get the Sturmtiger, JS-2, Jagdpanzer IV or M4A3 Sherman kits, know that  there are more accurate and better engineered kits available by other makers. If you can get one for $5 and want something to build and paint w/o much fuss over a weekend, then YES they may be a viable option.

But they are all older kits, with new packaging.
