I've used salt layered down with PVA glue. A good alternative is games workshop snow it's like a very fine static grass and really looks like powdered snow.

I used fake snow from the hobby store, the kind for scale landscapes.  Put on a coat of Future, heavier where I wanted it to stick heavier.  Just sprinkled the snow on the model and then sealed it with another coat of Future.

Whats the best way to make snow to cover a tank for a winter scene and make it seem natural.  I used glue, water and babby powder but it doesn't look natural enough.  I am thinking of a light white overspray?  Ideas Thanks
