First thing I though of was

In an era which requires a permit for almost everything, I can't help wonder what the owner was thinking by not clearing the idea first with government bureaucrats

I can see the humor in it, but with the man being in his forties, capable enough and well off enough to restore a 70 year old armored car, how in the world was he dumb enough to do this without knowing what the repercussions would be.

I'd say hit him in the wallet hard. He might just learn a lesson.

yes, a funny story. However, irresponsible idea without a permit.

He shouldn't get anything more than a public nuisance ticket or something like that.

I wonder what the towing and inbound storage charges will be?

That's not funny because 1) it panicked people and 2) it makes Mil Veh owners/restorers seem like nut cases.  I'm in the MVPA and I know this person.  Bad stuff altogether.  Stupid stunt
