weathering with pigments

I was just wondering whether anyone used the Mig productions pigments for weathering? What are they? Is it the same as using pastel chalk dust?
On that last q, if anyone does actively use this technique, is there a way to 'seal' the finish, or you just put it up and yell at anyone who touches the model after it's done? Big Smile [:D]
