Yeah, you're getting a little far out into the weeds here. If it wasn't for them sticking it in the World of Tanks game I'd never have heard of it.

Good luck with your search, it's a neat vehicle and I'd love to see one built if you do find a model. Scratchbuilding might not be too hard for the angular hull but those crazy wheels look like they'd be the hardest part.

Yes I know. :( I've dealt with resin (and all the issues it entails) in the past, but there's always hope the experiences today are better than they were 20 years ago...

I'm not aware of any maker of that vehicle.  You know, when you start asking about extreme odd-ball vehicles, you're delving into the world of resin kits -- they aren't for the novice modeler, FYI
