I like using a small brush... something close to the size of a paintbrush in the scale of the kit. And I do a rough sloppy looking coat of white over the base color. 

OK, that could work, Would a whitewash have been a fairly thin streaky slosh that would show the under colour a little in places?

Much depends on if you want a worn weathered off look or a beat up I've hit alot of things with my tank look. Drybrushing will get you the former and chipping will get the latter in my experience.

That being said, I've not had much luck at the chipping/hairspray technique that some guys achieve spectacular results with; guess I need more practice.

Whitewash was generally applied in the field by whatever means available so it varied between vehicles depending on method of application and quantity available. Google winter camoflauge on tanks or some variation of that for photo examples and you shoul have a better idea what to do

It really depends on the look you want,here's my last whitewash job using chipping fluid

Mine the whitewash was more intact,some take much more off,depicting a tank in early spring,that looks great too.Google whitewashed tanks,should gets lotsa pics.

I'm not sure there's any solid rules for whitewash. I've seen some photos with a careful perfect job and I've seen some photos of sloppy jobs where it was claimed to been applied with brooms, mops, or just the bucket dumped over the vehicle. 

I like the hairspray technique Tojo referenced, it does allow you to wear it off where the crew would have climbed over the AFV. And it's really simple. Just clearcoat the model, hit it with two or three coats of hairspray, spray the white, and then streak a moist large brush from top to bottom wiping the whitewash off.

Painted the tank white, then used a small sponge and "drybrushed" green (or your colour of choice) all over it. Turned out quite well in my opinion and it was a breeze to do.

That is a very cool idea to do it in "reverse". The sponge also gives a nice chipped look to it.
