I'm not sure there's any solid rules for whitewash. I've seen some photos with a careful perfect job and I've seen some photos of sloppy jobs where it was claimed to been applied with brooms, mops, or just the bucket dumped over the vehicle.
I like the hairspray technique Tojo referenced, it does allow you to wear it off where the crew would have climbed over the AFV. And it's really simple. Just clearcoat the model, hit it with two or three coats of hairspray, spray the white, and then streak a moist large brush from top to bottom wiping the whitewash off.
