How do you glue rubber tracks together (eg Tamiya)?

You don't.  You melt them together (just the pins) with the tip of a heated screwdriver as shown in the instructions.

You actually can.  I have never used the heated pin method because I think it looks as unrealistic as hell.  I cut off the pins and use super glue to glue them together.  Put a small amount of glue at the joint and clamp them with clothes pins for about an hour and you will be set. 

Some of the newer Tamiya tracks and others like Dragon DS tracks are gluable with standard model glues as well.
