Yes, it's an air filter. No oxidation/rust as on the muffler.

What is the purpose of that thing that sits on the right fender of the Pzkw IVH, beside the turret crew compartment, that looks something like a dual muffler, with pipes leading back into the engine? It seems to me to be some kind of air filter. It only seems to have first appeared on the auf H, and was dropped on later H's and the auf J. 

Also, how would you paint it? I presume in the camoflage colour, but would it suffer from oxidation like the muffler. As it was probably not made of armoured steel I would think that it would be more prone to rust, dents and chipping. The same with the pipes (or were they flexible hoses?).
