Yes, the "r" in PAK36(r) stands for Russich, German for Russian.
However, the Germans rechambered most of the F-22 76.2mm guns to use the 75mm PAK 40 ammo as the balistics were slightly better, and it was logistically far, far easier.
The PzKfw 38(t) was the Czech-built CKD LT v-38 ("t" for Tschechoslowakei, the German spelling of "Czechoslovakia"). It was similar to the PzKfz II in size, but distinctly different, too.
