Sounds like the Germans were taking the idea of the massive AFV a little too seriously with that beast. It does fit with some of the nutty aspects of Hitler's personality though.
Amusingly enough I know the Russians had their own brush with insanity in the 'land battleship' notion of armoured warfare briefly, before settling back to mass producing reasonable tanks. But check out the specifications on their attempt;
