Gino's right on the money (He's practically part of the Tamiya family now, Congrats again.).
The link will give you a 1-800 number to Tamiya in CA, PST mon-fri 9-6. With the part # you can get almost anything currently in production. Beware, your going to pay a little for it. If there's a problem with the existing tracks and the kit is recent, they might hook you up, it's worth a shot.

Yes,
Tamiya sells just the tracks or they will sell a whole sprue if you need a duplicate or replacement part. They will not sell individual parts. Try here: http://www.tamiyausa.com/contact.html

I really don't know. The only tiger kit (I havn't built the initial production one) that comes with rubber tracks is the tamiya early prod. tiger. Mid and Late are indy's. You might try ordering the rubber tracks from tamiya, but I have no glue if you can or how to do it if it's possible. Plus if you order the rubber tamiya tracks, you need to fit them to an early version (or mid) because their not late or mid treads (sometimes the tigers were updated to a new production, but they kept the previous treads from the last production). Good luck.
