I've persuade my girlfriend to try paint a figure. She made this vignette:

She used baking soda to make the snow.

She sprinkled over a mixture of white glue/water. After dried she airbrushed with semi gloss varnish to fix it.

Talcon powder or baking soda and some semi-gloss varnish.

or you can buy artificial snow from Railway modellers. Woodland Scenic's is quite expensive, if you can find the one made by Noch as its much cheaper and same quality.

The talcom powder technique is good, but it tends to turn yellow over time. I use a mixture of cel-u-clay, acrylic car filler mixed with white acrylic paint to simulate snow. It looks great and doesn't change color.
