FineScale Modeler May 2003 issue has a very good article on simulating mud on armor models.

If you just want a bit of "splash" on the upper panels, try using an old stiff toothbrush. Dip the tips of the bristles in the paint you want to use, wipe off any excess, and then run your finger along the bristles quickly, aiming the spray at the model in the direction you want the mud to "fling." Sounds a bit messy, but it's very effective. Just make sure you have something behind the model to catch all of the excess, or your walls will have a nice splatter effect on them. This method also works with gregers mixture, or even bits of sand mixed with the paint.
