I do the same thing but usually as a by-product of having to remove the seam that always runs down the middle!
If you're worried about the vinyl tires taking enamel paint, just wash them with a mild soap and rinse thoroughly, let dry, and any mold release agent still on them will be removed and you shouldn't have any issues. If you also do the roughing up with some fine grit sandpaper, that raises the "tooth" of the surface texture as well, making the paint even more likely to adhere well.
