PE Lift hooks

I am working on Tamiya's King Tiger and using an Eduard PE set. I am having the WORST time getting those little hooks around panels to stay on. I try making a small cut with a knife and pushing hook with super glue into it, but they just aren't very sturdy. Any tips or suggestions?
