I assume you're talking about WWII German markings. The national marking was left pretty much up to major commands to decide after early 1941. If you look through the photo evidence you'll find many vehicles or the same type often were marked in a similar fashion, however it was not uncommon for units and individual vehicles to be yanked freom one major command and sent to another for various purposes, so it's alos no uncommon to find vehicles fighting together with completely different markings. A good source of German marking "rules" are the three "panzer Colors" books from Squadron. Basically though, you can get away with almost anything as long as you can point to photo of it.

I have seen many different pictures with the German Cross (Black and White) above the tank number, under, before number, after number or not at all.

Can someone enlighten me as to how placement is decided?
