Yes it can, and the 3 in 1 mentioned on the box is very understated. With a little creativity (using included parts but not the instructions) it is probably more like 6 in 1. When you are finished there are almost enough parts to almost build another model.
It is a very nice kit and a great bargain.
I used this kit to build a Forest Service patrol truck when I got back into models 6 or 7 years ago.
