Can't help you with the rest but Scale Equipment Limited had a roll back body at one time. I don't see it currently but I just looked quickly and may have missed it.

A roll back really wouldn't be that hard to scratchbuild if you had some decent reference pics or a real one to look at.

Don't know of any 80's era Cutlass kits outside of possibly some NASCAR kits.  Don't know of any mid90's era Caddy kits.  Revell/Monogram makes a 86 Monte Carlo SS and a 87 Buick Grand National and a 96 Caprice that you could modify if you have to have those particular bodies.  One of my favorite all around links is www.rocketfin.com  Click on the automotive parts link and see if you can find what you need.

Not sure how close the truck is but I made a "quick" roll back out of a Ford Louisville Coke Van...just left the floor of the van as the roll back....did not put much detail into it, as it does not pivot....just wanted the "look"....there are other Louisvilles in that van body style....
