Clear Coating Keith Marks Decals?

Do I need to add a clearcoat over Keith Marks Decals before I put them in water? I do plan on clearcoating the kit after they are on, but someone recommended I clearcoat the sheet before using it. I just picked these up a couple of weeks ago.
