Tamiya lacquers dry quick and leave a hard finish. As far as 'time to dry', to the touch, maybe 30 min or less. I would suggest painting a spare piece of plastic at the same time to test with.
I have a question-why are you adding Simple Green to your Future? I'm assuming that you are using the Future as a gloss coat. The Future, by itself, should be fine assuming that the Tamiya has fully cured. I would give that a couple of days, just to be sure. In the past when I've used Tamiya lacquer, I've also used the Tamiya lacquer clear-works nicely.
