I picked this up at the fleamarket for 10$ today.  I have NEVER seen anything like it and have no idea what it is.  Is this rare? common?  Did I get beat over the head?  new? old? etc?

It may be a recent release. Round 2 (AMT/Ertl, MPC, Polar Lights etc) has been issuing "collectors editions" in tin boxes along with some special parts / decals etc. I'm not sure about Revell but it is possible that they are doing the same, it might be old, but I'm guessing you will find it was issued recently.

Is that a webpage listing on the lower left of the inside of the tin lid?  It looks like www.revell-monogram.com.

Cant find it on their site.

I looked at the tin, it was released in 1999, so... about 11 years old now, yikes.

 

I had bought it with plans of reselling it, what do you think though, keep it or sell it?

I see some on Ebay as low as $20.  Sounds like a keeper to me.  If you sold it,  you'd probably make like $5 on it.

I've seen some re-releases passed off by sellers like they were the original release.  Maybe it wasn't done intentially, but still rather sly.  If a buyer doesn't know what they are looking at, they might assume, because the box looks old, that it's the original release.
