Do I need to put a gloss on the chrome helmet prior to putting on decals?
Also, whats the best way to polish plastic chrome?

I've had good luck with decals sticking right to the chrome (actually aluminum plating).
I would not polish the coating with any abrasive polish- the coating is not that thick on some kits. Try just cleaning with a rubbing alcohol, or a very mild soap and water mix. Do not use a harsh detergent- some detergents attack aluminum.
