Is it as simple as cutting the "stock" springs or struts or is it more involved and requires more surgery

Depends on what type of suspension on each axle.  Cutting springs was always a low budget and not very good way of lowering the wishbone type of front suspension.  Better is to follow the prototype method of dropped spindles on front.  The spindle does not need to look all that great unless it is a fenderless car.  For the rear, if it uses semi-elliptical springs lowering blocks were cheap and yet satisfactory.  However, use of lowering blocks worked better if anti-windup bars were added (they were readily available for popular cars. If car has other types of suspension one has to work it out.  Research how real cars of that model  were lowered and follow that technique in miniature.
