yes, it will level out. I almost always use a brush when I use it.

Future needs no thinning. Never used Future hand brushing but most folks use an airbrush for beter even coverage. Just spray straight out of the bottle.

Baremetal Foil for chrome trim. They're so easy to apply and trim off excess. It really makes the model car look really good.
I know you can buy aftermarket white wall tires. There's even thin lined red wall ones too. I'd love to find me some thi lined blue wall tires too.
Here is how to use decals on tires. Assemble tire and wheel. Brush on a coat of Future, apply decal. After decal is dry, you can brush on a coat of flat clear, it will dry over the Future.
Short answer to both your questions.
Neither.
Get some "Bare Metal Foil" at a hobby shop to use for the chrome trim. It's an ultra thin adhesive backed metal foil that takes the place of paint. You cut a piece bigger than what you need, apply it to the model, then trim it with a new blade.
Never ever use enamel on kit tires. It will never dry due to the chemicals in the vinyl. Now hard plastic tires are the same as the rest of the model so paint to your hearts content.
Decals for white walls are problematic as well. Inserting the wheels will flex the tire just enough to crack the decal. It will also crack any paint.
Best course if you cannot find a suitable whitewall, use acrylic white and paint the whitewall after assembling the wheel/tire combo. Be careful, go slow and use multiple light coats of paint.
I have a kit which has an option for decal or if I want to, paint on it. One is the chrome strip on the door and body. The other one is white wall on the tire. From my experience if I use enamel chrome paint on the body where my hand will often be in contact, I notice that the paint would start fading unless I clear coat it. For me when I had a great paint job I avoid doing clear coat via rattle can as sometimes I end up messing the beauty of the paint as there are always part of the body that did not get the full spray and end up looking like not shiny at all. On the tire I wanted to do a small white strip on the tire wall and I have no idea how to mask that and spray paint it. I thought about brush paint but tire is flush with no edge as a guide. On the other hand I am not sure how long a decal would last on a rubber tire as it is not as smooth as plastic. I would like to know the pros and cons of either. Thanks.
