You could also try Radio Shack or some other electronics supply shop. They have blinking LEDs in various colors. Or tiny light bulbs and some simple on-off circuits you could solder up to make blinking/strobe lights. It is quite easy to do basic electronics. They have kits too.

You might try looking in the Walther's model railroad catalogs, as I seem to recall that they had some items in that area. There is something called a "Mars" lite that is essentially an oscillating white lite used on locomotives, and I've also seen kits for lighting up cars that you have on the layout. Unfortunately, I do not have any specific advice on which companies might be able to help you out.
