If you can find a good cockpit photo, then importing the image into Photoshop or some other photo editing software can end up producing nice panels. I also then make another "layer", "cut out" the instruments and make the panel go solid black. I then print it on transparency foil and sandwich that over the full panel.
By cutting out the instruments, I mean I fill the circle with solid white. Then the instruments do not print on that layer. That layer is then black with transparent circles.
If the panel is not shot square on, you may need to use the perspective correction feature available in most photo editors.
