One possibility is RTV in the tube (like caulking stuff).  I have successfully glued  cars with rubber tires to bases with that silicon seal stuff.

My 2 cents. I have tried to attach rubber parts using various kinds of epoxies and have found, to my dismay, that if there is any twisting motion applied to the rubber, the part will come loose. I have had some success with rubber that had no twisting applied, but it had to really be roughed up to give the epoxy something to hold onto.

I'm sure that there are other members out there who are better qualified to answer your question. Just hang in there and I'm sure they will get back to you.

Good luck with your project.
