Sure is, if you click the link in my second post up there, you can download it from my dropbox, extract it, and then run the setup file.

As I said I'm offering one, not looking for one.

Rather I just got done with one, well done as in it's ugly and functional.  Though I have made sure everything lines up from page to page. 

I couldn't figure anyplace to put this except in here int he scratchbuilding section.  So far I have aircraft, armor, auto, ships, and trains.  I realize this is all simple math, but it's nice to have it all in one place, and I also have a scale converter.  Pick your starting scale and your finishing scale.

Additions, subtractions, suggestions on prettiness, etc.  Keep in mind I'm not a mega programmer who could even come close to whipping out a game, so if I don't implement a suggestion, it could be it's just far beyond my ability(very likely).  That being said, this should work on pretty much any version of Windows from 3.1 with the 32 bit extensions on up to whatever is current.  If it doesn't let me know whatever info you can obtain.  Though I do believe it does require .NET framework which if it's Win 95 or later, you should have that already.

Sorry Apple guys, I'm not dropping the the 5 grand plus, on a Mac Pro that is required for Mac programming, and learning another programming language for something I'm not going to charge for. 

Sorry Linux guys there's no way I'm going to devote the time to learning any of the languages for Linux either for much the same reason as the Mac version.

Of course there MIGHT end up being an android version of this in the future.
