Tamiya made one like that in their old Flakvierling crew set. A bit rough by todays standards, but workable.

DML's German Engineers with the Goliath Demolition vehicle (#6103) has a soldier kneeling while staring through binoculars.  There are 2 vehicles and 2 pairs of engineers in the box.

That was the first Dragon kit I ever bought.

Workin' that guy m'self right now.. Mine's from the Wirblewind.. He needs re-posing at the waist and neck , since he's molded looking upwards and the "spine" needs to be straightened... Comes with cap, but will take a helmet..

If ya want, I think I have a spare one (unassembled) if yer interestered, Manny...

Some of the others mentioned Tamiya already, and I know that they had several versions of a German soldier, whether officer or non-com, in overcoat or Feldbluse, holding binoculars.  If I remember correctly, the arms were separate, so you could use them with any of a number of the bodies in their kits.  The field observation set comes to mind, too.
