Your next best bet would be to try to find some Dickens based Christmas Carol type figures. Granted, they are mid 19th century, but there's not much else. I'd check any doll house stores or arts and craft specialty stores to see if they have any stashed away in back.

Those are some nice ones, but the cost is rather high for a class project...

Again, the best place to search for figures is The Red Lancer. A search for "civilian" turned up 4 pages with at least half a dozen that might meet your needs, specifically First Empire, at the cusp of the 18the and 19th centuries..

Heres the deal, my music history class has a project for us, mainly a fun one, to make a board game based around the music from the late baroque to mid to late romantic.  Me and my friend (whos a wicked jazz bassist) are working together, came up with a wierd kind of Dnd type game for it, but we need playing pieces, so I'm looking for figures that look like 18th century kind of... upper class people that could be used to stand in as composer figures.  1/72nd or 1/35th or anywhere inbetween would be perfect, nothing larger... can anyone help?
