A good method is to first research the particular type of camoflage pattern that you are trying to replicate. You will see that there is usally a base color (usually a tan or light green) on which the pattern is applied. Paint that color first, then usualy work from lighter to darker colors in your pattern. This will work in most cases except for a few specific types of camo uniforms.

Find the pattern you're looking for on-line and print a sample. Then match the colors. Next, get a flat sheet of plastic or even an index card and practice painting the pattern close to the scale size you need. When you're happy with the results, replicate that on your figures. Remember, unlike an expensive dress suit, the various parts of material are not matched so you should treat each replication of a picee of material as separate from the rest,  i.e., stop the pattern at the back seam, paint each pocket patch slightly offset from the back ground material.
