I actuially got a little bottle of brush on super glue from the hardware store just for this kind of thing, for tiny figures.  with the brush you can just dab the bottom of their feet with it, and the stuff holds firm, helps me ALOT for whe I need to put on small pieces.

I'd use super glue.. Dip their "feet" in a drop of CA that you place on a piece of plastic scrap, then put 'em where you want them (using a tweezer)... Should be enough glue on them to make the figure stick without making them look like they're in a puddle..

Hi Guys -

 I need to glue some Z scale figures to a plastic base.  Any recommendations on adhesive that I should use?  The figures are absolutely tiny, and my model cement seems like it will be too thin!
