Yupper.. Never overlook the Model Railroad section at the LHS or anywhere else... They usually need some work in the larger scales, but in small scales they usually look pretty good after a repaint..
This is kind of late, but Firestorm of Australia makes some neat 1/35 protestors and a news reporter under fire; also, Warriors and Lincoln County Line -associated with squadron products-also make some civilians, mostly of WWII variety, but some can be modified. Legend has some 1/35 nude females if you need something along those lines, mainly around a beach type scene (how about some SEALS on a practice mission stumbling upon some "bathing beauties" or some ladies teasing the tired troopers of a passing convoy?). MK35 of France also has some mostly WWII civilians that can also be modified.
Depending on what scale you are looking for, Preiser probably makes teh largest line of figures, some are more for WW2 and others are more current... their prime customer base is railroad folks.

Does anybody know of products that contain a set of modern day civilians, in any scale. Airfix produced a set of civilians in 1/72nd scale dating from the 1960s, but these would be out of date now in terms of looks and styles and besides model engineering has moved on.
Going back to a bygone age Himax has produced a set in 1/72 called Wild West Pioneers, and from the photos I've seen these figures look very well molded. They have also produced a set called Pilgrims and are model figures of, I'd say, people in 17th century New England. But these seem like rarities because models of civilians in any era are hard to come by. I fancy buying the Wild West pioneers as they seem as the best shot for manning my scratch-built boat made of balsa wood which is going to be that of a Civil War blockade runner. I can also adapt some figures from Revell's Confederate Pioneers (Which I've already bought) and turn them to look a bit more like civilians (Blockade runners were usually crewed by civilians).
But going back to modern day figures I seem to be stuck. does anybody know something differently?
