No, these were divisions made from volunteers from Luftwaffe ground crew and other support personnel.. Paratroops were not part of their OOB. Their intended use was not planned to be in
frontline duty but more as security units. With manpower shortages after the winter of 1941 on the Russian front, more men were needed for the army. Goering though refused to hand these Luftwaffe replacements to the Heer. By November of 1943, the Army did take over command of all Luftwaffe field divisions, eventually
reorganizing them under the new 1944 infantry division establishment.
